This year the rate is even higher, with 91% of cases referred by law enforcement being dropped, with the cause most frequently cited as insufficient evidence or a lack of criminal intent on the part of the accused.

They're just not HERE. People keep thinking of terrorists like it's some organized military force. No. By the strictest of definitions, there are no terrorists loose in the US. You only become a terrorist AFTER you commit an act of terror. Terror is not a nationality, it is a guerilla combat tactic. You can't wage war against a word.
If there actually were any terrorists active in the US over the past 5 years the streets of America would be utter chaos. John Malvo and John mohammad proved in the "DC Snipers" case how stupid and easy it is. Two guys, one rifle, one old car. Just drive around and kill people at random. Took the cops a month to catch them, only because Muhammad got greedy and started talking to the cops by phone and written notes. If he was a true terrorist he would have kept to himself and simply done what he was doing, and would likely be free to this day. Anyone who thinks terrorists are here and is worried about that is a child.
