It has become a mainstream political perspective to argue that the private sector can always do things more efficiently than government. In all the hoohah about Halliburton and Custer Battles and all the contractors in Iraq, not many people question the basic premise of why it is that private companies are doing all this government work.  Sure, we worry about fraud and about waste and about no-bid contracts, but the fact that this work is being contracted-out rather than done by the government itself has become basically accepted.
